The "Develop cycle tourism" program: an opportunity for more attractive and sustainable territories


Since November 2022, the program "Develop cycle tourism"Launched by ADEME, the initiative aims to position France as the world's leading destination for cycling tourism by 2030. With a budget of 6,5 million euros over three yearsThis system supports territories and tourism stakeholders in the development of cycle routes and services dedicated to cycle tourists.

The post-Covid era has confirmed a transformation in tourism behavior. Cycling has now emerged as a unique way to discover natural and cultural heritage, in line with expectations for more sustainable holidays.


The figures bear witness to this evolution:

  • 22 million French people they practice cycling during their holidays.
  • An increase of 11% of the usage of EuroVelo routes between 2021 and 2022.
  • An average expenditure of 68 € per dayi.e + 24% compared to the average number of tourists in France.


Cycling tourism thus becomes a major economic and attractive lever for territories, while also addressing the challenges of sustainable tourism.

A program structured around three major components


The "Develop cycle tourism" program is being rolled out around three main axes :


  1. Strengthening the Accueil Vélo brand : support for the deployment of bicycle parking and specific equipment.
  2. Create service areas along the routes : to improve the reception of cycle tourists.
  3. Supporting local authorities in their studies : particularly for territories crossed by national or regional routes.


Since its launch, adjustments have been made to make it more accessible:

  • The program is extended until 31th December 2024, offering more time to submit applications.
  • The funding is now cumulative along with other national or local aid, a key response to the needs of project promoters.

Developments for improved accessibility


ADEME has also simplified certain eligibility criteria, removing regulatory constraints and broadening the scope of funding. New routes are now eligible, and the aid ceilings have been increased.

These developments aim to encourage more territories to take advantage of this opportunity to boost their tourist appeal, strengthen their local economy and meet the growing expectations of tourists for eco-responsible offerings.

How to submit your application?


To benefit from the program, the process is simple and consists of three steps:


  1. Verification of eligibility and uploading the necessary documents to the dedicated platform.
  2. Finalization of the file on the "Act for the ecological transition" platform.
  3. Project implementation within 18 months of signing the contract with ADEME, with the obligation to provide supporting documents for expenses.
